... that bump disappointed me. These rolls also disappoint me - why do I bounce from stability and great wealth to poverty and disease? We also seem to have speed bumps that seem to repeat themselves, which range from plagues to PTSD and even independence problems. However, we Kore have always survived these troubling times - wait a minute, the Eastern Plague should've affected the Oclym as much as it affected us, and they should have been affected by Pink Eye, since we can't have eradicated an entire plague in 0 BC.
Vote: Spend all of our possible budget into building hospitals and advancing medicine - we seriously need to prevent the possibility of all plagues, ever, since we've been afflicted by plagues the most out of everyone.
Extra: Ask the Oclym this: "We've recently been afflicted by a dangerous disease - one that devastated our population greatly. Has it ever affected your civilization? If so, what did you do to stop it?"

That worked out pretty well... Say, we have a huge ship-building industry and the Oclym are struggling to find uses for their newly found wood... Vote 1: Set up some trade routes with the Ocylym - we really need wood for our ships, and they really need to sell that wood.
Vote 2: Rebuild the academy (the one that was destroyed by an earthquake) into something bigger and grander - something worthy of being a wonder.

Well, it seems as if both us and our rival are handicapped. We're both handicapped in the same ways - lack of trade and expenses that are hard to maintain. All this distress from a mere religion that our people seem to dislike...
Vote: 'Reform' the Church of Eight into the Church of Kore. It is a religion based on a cycle of life and death, with a never-ending cycle of reincarnation that is only broken by the Great Tranquility, the almighty force that permeates everything. When the Great Tranquility takes a soul out of the cycle of reincarnation, that could only mean one thing - eternal peace and happiness for that person. To achieve that eternal peace, or the Tranquil Paradise, you would have to successfully break out of a major cycle, for only the greatest and godlike can achieve a wonder like that. One example of breaking the cycle would be stopping the Kore Empire's cycle of destruction and greatness, as that cycle has proven to be endless so far. The people who never break out of a cycle, even a minor one, are doomed to forever repeat the same, boring cycles until their souls dissipate into nothingness. This whole religion strives and influences people to make innovations in various fields, progress society in meaningful and humane ways, etc. When the world has no more cycles to complete, since it's either destroyed or every possible cycle has been broken, the world starts anew, with the souls remaining on there being cast into the endless void and new souls springing from that void. When that cycle ends too, with every soul possible inside the Tranquil Paradise, the world will be complete. And, even those who don't believe in cycles and reincarnation are still affected by it - they simply are stuck in the wrong cycle.
Extra: Tell the Ocylym that we will open trade with them once again, but tell them to not send any more religious preachers, since our people are still uppity about their religion.

Vote 2: Advance our engineering
Vote 3: Use our newly found steel to improve our warships - it'll be useful for conquering uncivilized peoples (and it'll also help us stop these smugglers)

Vote 1: Steel the strong alloy that our distant neighbors, the Oclym, had discovered
Vote 2: Stamp out a new law declaring that any overseas territory, with overseas being defined as not being connected or close to our mainland, will be able to govern themselves, but they must adhere to the national laws, guidelines, codes, etc. They must also pay taxes like any other citizen, but they would pay around 20% less.
EXTRA: Send an official letter to the Oclym demanding them to not interfere with our politics, and to never again send missionaries here.

Oh, that vote went so badly that I can't even see the number it got. Our power status fell a lot, so I feel that diplomacy and politics is the only answer to this situation... Vote 1: Recognize our former colonies in the East as independent, but start a *subtle* campaign of pan-nationalism, which should destabilize them enough to make them want to unite with us, their parent civilization.
Extra: Send the Ocylym a message explaining why we can't accept more preachers of their faith (which is because of the civil war)

Neat, we got votes varying from okay to decent. Too bad that PTSD is really, really common here. Vote 1: Start consoling lessons that are mandatory for every soldier. Hopefully this will help the soldiers cope with stress and hardships. Vote 2: Introduce public debates about various subjects every year. If a general consensus is reached on an issue, it could change, add, or even remove laws entirely. Hopefully this will make the citizens calmer. Vote 3: Discover new areas of math and science, focusing on engineering.

We somehow haven't progressed in power. Oh well, we'll have to try that another day. Vote 1: Have a powerful and smart aristocrat make sweeping reforms to the government, with no one being powerful enough to stop him. Vote 2: Send colonists to the east of our conquered island - maybe there's an archipelago of islands?

Oh... Every time we try something, it fails, and something bad happens. Then, we try to fix it, and we fix it flawlessly. Vote 1: Set up some public schools to educate the younger generations about literature, health, etc. Vote 2: Experiment with even more medicines - maybe our colonies have hidden potential?
Questions: How strong exactly are our neighboring kingdoms? Are we still paying tribute/giving half of our income to a kingdom?
