Maybe instead there's a chance thing. Of course by the time you get to space stage there should be other empires in space, and having one empire that happens to be cybernetic and is located semiclose to the the galactic center isn't totally impossible. But it is probably unlikely and you would not find it every play through. Maybe, if we wanted to go with the reference, there can at some point be a side mention of evil cyborgs near the core and have it be utterly dismissed as improbable by someone else, especially if there is an event or quest mechanic (going compltely off-topic here but bare with me) This begs the question : how are quests going to work ? I'd imgagine it won't be something like 'destroy X-amount of X-type ships belonging to nation X, for reward X' but rahter things like 'Spy on city X', 'conquer strategic point X' 'destroy mine (or farm, or research centre or whatever really) X' (all of these are war related because i couln't come up with non-war related quests). On the issue of quests I like what Star Citizen is planning (not that this has any bearing I'm just saying it's a cool idea).
So basically they have an underlying economy which is running and then it spits out jobs which NPCs or players can pick up.
For example if there is a mine on Titan making cobalt then it would put up a job saying "Buy cobalt from us for $X/tonne" or "We will pay you $Y/tonne to haul cobalt to Mars". And you as the player could see a list of all these jobs and pick the ones you wanted to do. There are NPC ships flying around that take jobs (to keep the economy running when no players want to haul) (I guess probably the NPC haulers are inefficient to give the players first dibs at doing the job profitably).
So yeah I like that because it feels like the quests / jobs would come out of the situation organically. Like a new colony might suffer a volcanic eruption and then a job would pop up asking to sell them food. Or a pirate base would get set up so jobs for defending convoys would start to pop up etc.
This system is much more interesting an organic than premade quests.
Though I also love sci-fi short stories so it might be nice to shoehorn some of them in.
Also I have no idea who the grox are but I prefer the reapers.

Maybe we also could have event chains like in Stellaris ? This provides some Sci-Fi stories and gives the player a nice reward. Maybe some of these could even have refernces to famous Sci-Fi movies, books and so forth.(for an example an event chain about how a rogue AI took over one of your colonies and is now producing robots to kill all rebels)

Aren't technologies unlocked in the Awakening Stage in a way similar to quests? As in, telling others in your group to do tasks eventually unlocks Strategy Mode, while using objects as tools eventually unlocks the tech editor?
