Your options would be to take control of an npc civ like the Bukar or Azba, or split off from a player civ that's on low stability. Another option is to take control of the nomadic group of Thourians if soundwave is okay with that.

The only way to maintain this nomadic lifestyle is to take from others... so, let's do that.
Vote 1: Create saddles and stirrups for our horses so that we have more mobility and ability for combat.
Vote 2: Search for a strong, sturdy wood that we can practice our woodworking and carving on (particularly a wood perfect for making weaponry).
Extra: Give any and all new technologies and materials we develop to the Kashars.

You have the Bukar, who were Aquos' civ before he left the game. They're currently one of the only power 3 player civs in the game.
The Azba are a tribe that stayed in the home valley, who have a tense relationship with the Kashar and have turned to farming for their food. The Sartar are a band that roams to the west of the valley in the forest trails. They are about to be attacked by the Thaku this round though, so I don't recommend taking up the reins of that band.
The splinter group of Thourian nomads are semi-npcs who also roam the home valley's western half like their ancestors after the Thourians settled down last round. They're still kinda connected right now, but if you choose them they'll form their own proper civ with all of the technologies the Thourians have except for their housing.
Then finally you have the Donsou of the east, who destroyed the Oshala village at around the time the Yslach delved into the caves, and enslaved them. They're an aggressive tribe that is currently also at power 3, who have previously attacked the Doggax tribe controlled by gabriel.
As mentioned before, you can split off from anyone below 0 stability as well.

Alright then, you have 3 votes and start with 1 stability. To give you an idea of your situation, the Donsou have multiple villages in the eastern valley, which is separated from the home valley by a treacherous mountain range filled with aggressive predatory birds. Your people know how to dry and smoke their food to preserve it, as well as farm a cousin of the Degi nut that grows in the eastern valley and the same grain plant as the Thourians. Cure and toughen leather for armor. Create wicker shields with a leather covering for additional protection. Create stone-headed war clubs, and bows as weapons. Their villages consist of a mixture of large conical tents and grass huts (for the important folks of the tribe). They are led by a High Chief, who rules from the original settlement in the middle of the eastern valley, and his Chiefs rule the outlying villages. They have tamed an animal they call the Waraug, an armored feline creature with a quill-tipped tail. Their warriors shave then paint their faces, heads, necks, and collars with red dye to symbolize the hardship their ancestors faced migrating to the valley they call home. In the past, they have dominated the other mini-bands that split off from the Fern (serialkiller's old band) within the eastern valley, enslaving those they considered weaker than themselves. Eventually, they discovered the Oshala, another splinter band, had fled into the mountains and settled there. They invaded and destroyed this tribe, enslaving them all and branding them as lowly cowards. They tried to do the same to the Doggax (gabrielgg's tribe) but were repelled by traps and force of arms. Recently, they have explored westward along the fringes of the mountains, where they discovered nothing, but were observed by Taji scouts. They also know the Yslach (lordclassyus' tribe) once lived in the mountains, but believe them to have disappeared into nothingness. They practice a form of ancestor worship, glorifying their ancestors' journey across the mountains that led them to where they are now, and believe any form of cowardice is a great dishonor to this memory.

Vote 1: send out scouts to look for a lake or river in our current vicinity. Vote 2: attempt to develop better techniques in farming the grain we farm to increase crop yields. Vote 3: attempt to develop better mining techniques with particular focus on finding and mining metals that are more malleable and resilient than those used in our stone tools.
