Quick question, does what I've described count as two votes, or can I make another one because I just noticed that my power is listed as 2.

ROUND II 1400 BC Zorustians (GabrielGG ) Vote: the "state invests heavily" in advertising for detainees voluntarily joining the army, after all this is much better than being arrested. Those who do well and really devote themselves to the army may choose to leave or get better positions. Those who do not strive are obliged to continue (but the authorities do not speak this explicitly Roll: 19 Outcome: The Zorustians establish a meritocratic society where those with military service are provided government benefits. Millions of people, both free and imprisoned, are provided the opportunity to earn the privilege of high society. This system boosts the morale of soldiers and creates a loyal, regiment army. Many cower in fear when they hear the word “Zorustian,” as they’re known for their immense power. Raiders fear attacking Zorustian merchants well knowing an attack on one of your citizens would be the eradication of their tribe. With your military in such pristine condition, many advisors have suggested territorial expansion. The question is: where should we invade? The East and West are mountainous, and likely rich in sediments of copper and tin, ideal for bronze production. Others have suggested we build up our navy and wage war on the northern barbarians and pirates, reestablishing trade with the other coastal kingdoms.
Stability: 2 Power: 2Zirk (blackink ) Vote: For now abandon the north and build a wall around what's left, we will reclaim the land in the future Roll: 4 Outcome: Abandoning the land was a colossal failure. The Zirk left behind their advancements in technology and weaponry and now the Yach Pudma have adopted our weaponry. Worse they’ve occupied and even enhanced our fortifications, rendering a potential future reconquista of the north near-impossible. Your land is overcrowded and a famine has broken out. In such dire circumstances, the need for farmland is high. Your generals advise you to expand southwest into the steppes, though they may be vulnerable to attack from the coasts. Others have suggested we should cut our losses and join the Yach’Pudma. If you can’t beat them, join them.
Stability -1 Power 1Kora’Tor (@immortal_Dragon) Vote: Mark Tizyi harvests as explicitly for export only and use our newfound wealth to help those who are addicted Roll: 11 Outcome: State-sponsored rehabilitation programs aid those inflicted from drug abuse. Tizyi becomes a religious dogma, various clergy have denounced the usage of the drug. However the prohibition and rehabilitation of Tizyi isn’t enough to stop addicts from getting their fix. Many farmers still illegally sell the plant to addicts, and many crime syndicates are known for stealing and plundering caravans and cargo ships for Tizyi. Many kingdoms are taxing our exports in an effort to stifle our economy, and demand safer passage into and out of our lands.
Vote: Start the creation of stone buildings. We not only will be known for our wealth but also the fortitude of our structures. Roll: 3 Outcome: Your government invests into stone buildings. Unfortunately poor engineering has led to several homes collapsing. Many call for an increase in education spending, to better learn the inner workings of architecture.
Stability: 1 Power: 2Thourian (soundwave ) Vote: Annex the Six Sword Alliance Roll: 7 Outcome: The annexation is a success, though the locals did resist our rule for quite some time. For years our occupation was marred with fatalities and guerilla warfare. Most city-states still identify by their former allegiances and not the Thourian Empire. They are reluctantly our subjects, but there are still frequent revolts and riots against Thourian rule. Some suggest we grant them greater autonomy and representation in government, still others say we should root and dissent and make an example of rebels by putting these cities under martial law.
Vote: build walls around my home Roll: 12 Outcome: The walls are quite successful and sturdy, but the price to build and maintain them are quite high. To the former six cities the walls are viewed as keeping them in, not keeping others out.
Vote: begin an education system Roll: 13 Outcome: Newborns born on recently annexed soil are enrolled into a military education. They’ve been denied contact with their families, and do not of their heritage, believing they are Thourians also. Perhaps in a few generations the Six Cities will be all but forgotten, and we will all identify as Thourians.
Stability: 0 Power: 2Kore (agenttine ) Vote: Send explorers around the coasts in search of wealth Roll: 3 Outcome: The expedition is a total disaster. We came into contact with the indigenous peoples of an island kingdom to the southeast, but due to a miscommunication they captured our explorers and demand a ransom. Economic advisors say paying off this ransom is impossible, we’ll be in debt and likely have to take loans from other kingdoms. Your military advisors say letting the captives be executed would be a disgrace, and advise we send an armada to rescue the explorers.
Stability: -1 Power: 1Ocylym (lordclassyus ) Vote: Create a council of shamans with 15 seats. 7 seats for the wisest of the shamans, the other 8 for the gods. Roll: 10 Outcome: The new government is a relative success, a council of seven shamans rule under the guidance of the eight gods. When one shaman dies the other six shaman most vote on a new replacement. This government is fairly popular and much more stable than the previous monarchy. To the citizens of Ocylym, however, the new government is quite burdening. New laws enforce religious beliefs such as prohibition of alcohol and chastity before marriage. Anyone caught committing these sinful acts are stoned to death in public places, and anyone who refuses to participate in the stoning is stoned also. Under the shamans’ iron rule, the people live under terror and contempt of their neighbors, friends and family. No one is to be trusted, only the shamans and their edicts. Your devout population is unfortunately too preoccupied with self-redemption to fixate on work, and the increase in church services has led to a drastic decline in production. Your advisors fear a food shortage is imminent.
Stability: 2 Power: 1

Hmm, that could've gone better.
Vote 1: Establish a royal education system to not only foster greater overall knowledge, but to also more strongly establish an identity as Kora'tor.
Vote 2: Establish a proper standing militia to better protect merchants coming in and out of the kingdom. As well as crack down on the crime syndicates.

Well, BelgiumHowever I don't like to follow suggestions so... Vote: under the cover of night infiltrate their territory, since we invented the technology we know it's weak points, so we will collapse the buildings with them inside and then steal their food and their horses. P.s: if this fails it's probably game over

ROUND III 1300 BC Zorustians (GabrielGG ) Vote: the Zorustians begin to experiment with advanced navigation techniques Roll: 18 Outcome: The Zorustians develop advanced trireme war boats, and deploy across the sea. They establish numerous port cities along the coasts, and establish a monopoly on the sea trade routes, transferring the trade power back to our pockets. Our nation as become immensely rich from these findings. To the north the Zorustian navigators come into contact with the Zirk civilzation. How should the Zorustians react to the Zirk? With open arms or war?
Vote: send scouts to the South, there must have something Roll: 9 Outcome: An expedition team is send south to explore the uncharted wilderness. The land is hilly and cold, but further downriver is to the southeast is the ocean. Further south is inhospitable desert and untraversable mountains, 10,000 feet above sea level. The expedition returns home with little of anything. The land is relatively worthless now but with time is could be turned into viable farmland.
Stability: 2 Power: 2 Zirk (blackink ) Vote: under the cover of night infiltrate their territory, since we invented the technology we know it's weak points, so we will collapse the buildings with them inside and then steal their food and their horses. Roll: 17 Outcome: In a last ditch effort to restore our prestige the Zirk have issued a sneak attack at night, slitting the throats of the enemy in their sleep as they reclaim their rightful land. Not only is the counter-offensive a success, but we in fact capture more territory than we had previously owned. With the majority of Yach’Pudma leadership killed and our fortresses recaptured, the barbarians retreat north in pursuit of a weaker adversary. The day is yours. However, before they retreated, they took the valuables stored in the fortresses. A part of your history and culture has been lost forever, but hopefully in time you’ll be able to create new memories and history in the northern territories
Stability 2 Power 1Kora’Tor (@immortal_Dragon) Vote: Establish a royal education system to not only foster greater overall knowledge, but to also more strongly establish an identity as Kora'tor. Roll: 10 Outcome: The government has now made public education compulsory for all children. The education system is focused on enforcing pride and patriotism of our kingdom, but also to teach the next generation the ways of engineering, farming, writing and medicine. Sadly the graduation rate of these schools in only 25%. Your citizens are more interested in following in their parent's footsteps rather than becoming doctors or engineers. And being a pirate is more profitable than being a doctor or engineer. Some suggest government funding higher wages to incentivize people to take these jobs, but that would cost an obscene amount of money, and with our Tizyi markets declining we’re in no position to spend tax dollars.
Vote: Establish a proper standing militia to better protect merchants coming in and out of the kingdom. As well as crack down on the crime syndicates Roll: 6 Outcome: The government has recently enlisted the youth of our kingdom in the army. Despite our manpower the army is very corrupt, and many times the authorities are bribed by the Syndicates to leave them alone. Without effectively handling the piracy in our lands many kingdoms have begun cultivating Tizyi themselves rather than purchase it from us.
Stability: 1 Power: 1Thourian (soundwave ) Vote: give more representation for the annexed cities Roll: 10 Outcome: The six cities are provided governors elected by their people. They have local government officers, but the federal government is reserved for Thourians only. The rebels begin to become more complacent to Thourian rule, and have generally accepted their new overlords. However guerilla fighters are still prevalent, especially in the city of Yachpol, which has entered a state of anguish due to the heavy taxes burdened on them by the Thourians. Lowering taxes could appease the Yachpolites, but they are the richest and most productive city, so lowering taxes on them would mean raising taxes on the other six cities, which could result in a far larger rebellion.
Vote: Study agriculture Roll: 15 Outcome: The government has sponsored research into agricultural techniques. They’ve discovered an easy to plant crop in the eastern frontier of the empire that yields a large crop. So much of this bucho fruit is cultivated that it is being sold overseas, making quite a profit from the bucho industry.
Stability: 1 Power: 2 Kore (agenttine ) Vote: Send the entire military after the kingdom, hoping to eradicate them like the opportunists they are Roll: 11 Outcome: Your army lands on the shores of the island, and in a fierce war overthrow the king and claim the island for the Kore Empire. The locals view your military as liberators from their oppressive king and welcome you with open arms. The war was unfortunately costly both in expenses and casualties. Close to two-thirds of the Kore male population died in the war, the surviving veterans are in a state of trauma. Alcoholism and suicide run rampant in veterans returning from war and this has taken a toll on employment. Close to 80% of veterans live in poverty, and if a solution cannot be made soon, a veteran peasant revolt is inevitable.
Stability: -1 Power: 2Ocylym (lordclassyus ) Vote: Start building farms on the south plains. That should get us plenty of food. Roll: 16 Outcome: Colonization of the southern plains is a success, providing more farmland to sustain our ever growing population. The Seven Shamans are pleased with these developments and claim the Eight Gods have blessed the Ocylym for their devotion. Our Theocracy is in an undisputed golden age, and with it has come a vibrant array of arts and wealth.
Stability: 3 Power: 2

The gods truly favour us!
Vote 1: Build a colossal monument that would inspire awe into any traveler. The glory of the gods cannot be denied by anyone!
Vote 2: Study the stars. This will help us with navigation and have a better understanding of the seasons. It could also possibly allow us to predict celestial events, which we can use to manipulate those around us.
