You're probably wondering what this means. Basically, it give moves priority. For example: if cell X attacked cell Y, cell Y traveled, and the player controlling cell X was higher on the list than cell Y's, then cell Y would be attacked before it travels. Otherwise, cell Y would travel before cell X could attack it.
