There's been the discussion that Thrive is going to ask for help using outreach amongst the gaming community. Should this be left for the devs and mods, or can people, like I, can help spread the word? I know Thrive has a following on reddit, and I believe, going through other "smaller" communities and subreddits could serve great purpose in not only asking for help, but to entice a larger audience who might not know of Thrive yet. Would this be acceptable, or should these decisions be left up to the admins?

We'd be open to it if not for having had poor experiences with fan outreach in the past. People are free to go ahead and talk about Thrive, sure, but we don't really like it when some schmoe advertises somewhere on our behalf, particularly when they misrepresent themselves as representing the project when they actually don't.
So don't go and join a subreddit just so you can tell people about Thrive or ask people to help, for example, but if you're part of a community already then go ahead and talk to your friends about it.
