If bioluminescence was in the game it should be placed as an option when you create the skin of your creature. It could be used for attracting mates or to lure prey. There could also be a color spectrum for the color of the bioluminescents. Creature parts can possibly have the option to have bioluminescence.

i thought that for bioluminescence there would be separate cells and organs that have that quality, because on animals with bioluminescence, the light appears to come from rows of small dots on their bodies, instead of a glowing chunk of flesh.

Anglerfish have a glowing lure and flashlight fish have bioluminescence under their chins. Firefly squid have bioluminescence all over their bodies

Bioluminescence probably will be in the game, especially as it's likely that you may be able to live near deep-sea vents.
However, I agree with Iaintevenmad that bioluminescent organs should be placed separately to their skin because it's not always in or on the skin. Your anglerfish's bulb is an example of this.
