So, as I understand it, in this stage of the game is the first time you have control over the entire species, rather than just one unit. That being said, the choices you make in the previous stages determine what you species can do; can they lift over a certain weight, can they tolerate a certain amount of pain, etc. These things become especially important in this stage and stages further on, however, I feel as though these "tolerances" shouldn't be a black and white feature. If you species has a strength tolerance of 15, I feel as though it shouldn't be automatically impossible for them to be incapable to lifting/wielding a tool with a weight of 16, get what I mean? There should certainly be a bit of a effectiveness dropoff, but I feel as though a greyscale system would be far more preferable to a black and white system; A system of thresholds rather than a system of absolutes, if you will.
I also would like to take into account the Outliers in society; those who are better in one regard than others of their race. I don't expect the game to be able to keep track of each and every outlier in a species, however, I'd like to see some system in place that would make use of them. For instance, in a tribal society, the very strongest person in the tribe could be eligible as a special unit that has a strength tolerance of 17, rather than the usual 15, and thusly that unit can be used for more things than the norm. These Outliers shouldn't be more than two deviations in either direction of a species (So if the standard score is X, the outliers could only be X±2 in any trait). This is simply so that a species doesn't generate some ridiculous outlier. If your species has a standard strength tolerance of 10, you couldn't generate an outlier with a score of 20.
