With the increase in social division as the population starts to specialize into the different crafts of war, metalworking, farming, fishing, or other professions, the tribal lineages of the past are beginning to erode. Add to this years of sedentary settlement, and after the many years of civil war between the various tribes, and the subjugation and integration of the Avalons into the fold of the Khoratis, the diversity of tribes in the confederation has diminished as well. The tribal confederation has dissolved in the face of a more modern, cohesive republic. This republic is dominated by a unified Khorati culture. Several political reforms have been made as well since the closure of the war, establishing a National Assembly as the governing body of the republic, with representatives from each major city in the country.
The new national assembly has taken an initiative to rebuild after the destruction caused by the late war. Farmers displaced by the war have been resettled in small communities in the countryside, and agricultural activities are beginning to resume. Some old farms and plantations that were razed are being resown. Prosperity has resumed to the point that it was before the war. Abandoned villages are also being resettled by refugees from the war, some simply with families returning to their homes and rebuilding.
Scouting parties have ventured out to explore the frontiers of the country, but unfortunately have died to attacks from wild animals, foreign diseases or raids from Ushnuk hunters. The other parties disappeared altogether.
The former warrior caste that emerged during the time of the confederation has approached the national assembly in the wake of the war. They are now demanding that in compensation for the loss of their status as the military elite of the army, they be granted the land recently conquered from the Kasrans and Ushnuks. (Simply accepting or rejecting will not require a vote)
As a result of their victory against the Kasrans and Ushnuks, the modernization of the government, the newly unified culture, and the rebuilding of the countryside, the Khorati Republic has gained Medium Power status.

The Amouta delegation was accepted, and within weeks a supply of copper weapons and camels were sent to the Sedreti. These herds of camels have been put in pens by local Sedreti farmers, and will be bred to increase their numbers to benefit the generations of Sedreti to come. Meanwhile, the copper weapons have been enough to only outfit the elite warriors amongst the Sedreti. The common soldiers are still left with flint or wooden weapons. Craftsmen studied the copper weapons and successfully learned to melt and reshape the copper themselves, and have developed the art of metalworking. Surveyors were sent out to find sources of copper within the kingdom to open new copper mines, but alas all attempts were futile and it appears that there are only trace deposits of copper in the realm. However, scouting parties from the south have brought back news of large copper deposits at the foot of a small mountain range. Unfortunately, the deposits were very far south, but the news is promising nonetheless, the sources were supposedly abundant, and the region was scarcely inhabited.
Gathering a contingent comprising both fresh and veteran warriors, the king dispatched a group of soldiers to aid the Amouta in their struggle. The war was not brief, and the Sedreti soldiers were not able to play a very large role, but their aid was helpful all the same and ultimately the Amouta did prevail, signing a treaty with the Bdabra requiring regular tribute for many years to come. The Amouta have expressed their gratitude for the Sedreti troops sent to reinforce them.

The drought has taken a heavy toll, and the structures built to alleviate it utterly failed. The disaffection towards the emperor grew and more cities flipped to enter rebellion with Bucephalus. However, the emperor respond, first by gathering an army at the capital and then by sending an ultimatum to the rebel leaders in Bucephalus. Of course, they rejected, and so the imperial army was sent out under the command of a general staunchly loyal to the emperor. The siege of Bucephalus was quick but bloody, with the defenders fighting heavily in the streets. The general took some more losses capturing the remaining cities, but asides from that was usually able to simply starve out the rebels. With several thousand casualties taken to the army, the rebellion has been put down. Many of the captured rebels and leaders have been brought back to the capital for sentencing, and the people have turned to the emperor for how to treat the traitors. (This will not require a vote)
Meanwhile, a second army was raised to march on Vandarkia. However, as soon as the soldiers beneath the governor discovered the news and anticipated what was to become of them, especially with reports coming in of the losses of the rebels in the east, they staged a mutiny and assassinated the governor, and turned themselves over to the imperial army. The province has now been properly integrated under an official governor, and the former governor's soldiers recruited back into the army.
A delegation of merchants and diplomats was sent to the Cassanite Kingdom to initiate trade between the two great empires. However, the delegation was treated to the presence of a local Cassanite noble, and a diplomatic blunder took place which has now created some tension between the Cassanites and Noricans. Trade has sprung up, but it is limited. Reports have also come in of increased garrisons being placed by the Cassanites on their cities bordering the Norican Empire.
Craftsmen have studied the chariots built by the Cassanites and Croutons and have developed models of their own, quickly spreading their ideas through written manuscripts to military personnel across the empire, and within months contingents of charioteers have been added to the army. It is primarily seen as a privilege of the nobles to be able to fight in the chariots, while the lower classes fight on foot. Part of the great successes of the Noricans against the rebels was due to the chariots they sent against them, which absolutely crushed them in open terrain.
In other news, scholars from the Great Library in Noricara have worked with merchants in the city to compile maps used by various traders, villagers, scouts, and hunters across the land, as well as from neighbouring nations, to compile a unified map of the known world north of Hridia. The endeavor has been a success, and the new map has proliferated amongst the population.
Reports have come in from the far flung colonies of the empire, settlements to the far north of Ektunia and to the far northeast of the Notrean Plain. They claim that they have largely been self autonomous for the past decades, and now are demanding full independence, but wish to maintain allied relations to the empire. Inaction towards this issue will automatically lead to their secession.

The great temple has finally been completed. It has taken centuries of construction. In fact the project's beginning was near the first settlement of the Ekalan tribe in the Foujonis valley. The delays in its completion were due to the grand scale of its design and the lack of constructional knowledge by the Ekalans; but with the recent developments in mathematics and architecture, a team of builders have finally managed to bring it to fruition, albeit to a less grand scale. Nonetheless, it is a large, lavish, opulent building, and it dominates the skyline of Foudalaja. The temple has become a religious center of the Foushooist world and a holy site for its followers. As a holy site, it gains wonder status, granting an additional vote next turn.
Farmers have learned to use manure to fertilize the soil of their fields, increasing crop yields tremendously. As this practice has spread the output of crops in the region has risen dramatically, increasing the food supply for all citizens. This has greatly complemented the existing use of ash as fertilizer.
Envoys from the Ekalan council were dispatched to meet with the princes of the Aeneric League, and after some negotiation, the Aeneric League has accepted to be integrated into the network of Ekalan city-states. The holdings of the Aeneric League, part of the Navapran homeland known to them as Naham, has now been come to called Nafjala in its addition to the Ekalan city-state league. The similarity of the two government forms has greatly eased the transition. Due to peacefully integrating another civilization, the Ekalan Cities gains the "Diplomat" achievement and can choose from one of the rewards below.
However, the council now faces a problem. The republic now spans a large distance from the shores of the Allumnos to the foot of the mountains east of Foujonis. This span of land encompasses many cities and a sprawling population, and management is difficult and strained for the loose collection of city-states under the decentralized reign of the council. Unless reforms are made to the governance of the newly expanded country, administration will see a marked drop in efficacy and efficiency. Some councillors propose a new Noble Council, comprised of leading members of the nobility, to rule directly over the entire nation.

The nomadic Avalons and Humlans were accepted into the borders of the kingdom, some being settled into their own villages while others were housed in the cities or countryside. In addition to the steady population growth the kingdom has been facing for some time, the population has grown to a critical point where the food from the farms and imports has fallen short of being able to feed the people. What's worse, the overworking of the farms in the past few years to meet the burden of the growing population has caused a depletion of nutrients from the soils of many farms, leading to many dispossessed farmers abandoning their dying fields and flocking to the crowding cities. The king's advisors urge that the kingdom must expand into new, fertile lands to feed and settle its growing population, or face certain disaster.
As a result of the soil depletion and the overcrowding of the cities, there have been food shortages and famines leading to unrest in the population. The generation that fought in the civil war during the inception of the kingdom have long passed, and the new generation has lived a life of idle complacency under the current monarchy and now have turned their anger towards the government. Riots have broken out in a few cities, including Atomon, and the local governors lack a formal army to respond to the rioters with.
Meanwhile, after decades of being an important stop along the channels of trade running from the Thriving Lands in the north to the Allumnos in the south, and interaction with dialects and written scripts from both of these lands, the Astaxi have finally developed their own recorded script made from a mixture of elements from the north and south. The introduction of record keeping has helped centralize the kingdom's administration, and record keepers in the government have helped organize the management of the cities of the kingdom, inasmuch as they can during the current crisis.

Explore the east (2) Mathematics has been independently developed for the second time, now in the Shaowayan Kingdom. Its applications have been manifold and widespread, with trade, business, production, administration, construction, and military tactics and logistics all vastly improving in efficiency with a combination of record keeping and mathematics. This has also led to an initiative in the cities to build upward, replacing clusters of old mud brick huts with larger homes built from clay and stone, and increasing the urban density of the cities.
Scouting parties have come into contact with the Nastran peoples to the east, but they have proven hostile in all encounters. What limited reports did come in said that they live in a mix of settlements and nomadic camps.
With the promotion of the former landowners and nobility of the region to upper class standing in the new kingdom, many have been able to help rebuild the infrastructure following the devastating wars near the end of the Ascari Empire's duration. Investments have been made heavily in farming, with many new colonists settled onto farms across the landscape, and many new lands claimed by fresh fields. However, in return, the landowners have also gained a large degree of autonomy, and several positions in the government are filled by the powerful families among these nobles. Some date from the times of the Crouton and Ascari empires, others recently rose to prominence with the emergence of the Shaowayan Kingdom. The nobles demand as per their deal that the king declare war against the Nastran tribes to the east, or conquer the disorganized tribes and bands of the south, to add new lands to the realm.

Food Preservation (3) The tribe has decided to escape the geopolitics of the civilized west for the uncharted lands of the east. After travelling for some weeks, they arrived at the foot of some small mountains to the east. The forest has thickened in this region. There are small roving bands of nomads in the area but besides that no major tribes or civilizations. Wild animals roam in larger numbers, and hunters have been able to get plenty of kills from the local fauna.
During their temporary stop, the elders have taken time to reflect on the tribal values of Skylosism and the Skylosi Code they had formerly adhered to as subjects of the Khorati. A general discontent with their former enemies has driven them to abolish the code, establishing for the Ushnuks and Kasrans a new faith and legal system, with elements of its Skylosi heritage. This new mystical belief, Lokhism, has been quickly and widely adopted by the tribe, who are glad to throw off the mantle of their oppressive past. This has given the tribe a new sense of purpose and unity. Additionally, it has led to a blending of the Ushnuk and Kasran identities into a single tribal identity, Ushnuk.
With the harsher winters of this new land, some basic food preservation techniques (salting) have been put in place and the tribe is able to store their food for longer, which has helped them stock up for their migration.
As a result of their increased food supply, the cultural assimilation of the Kasrans, and the migration to the less inhabited east, the Ushnuks have gained Minor Power status.

NPC Tribes/CivilizationsNavapran City-States (Solid Medium Power)The Navapra tribe had their origins in the breakup of the Avalon tribe. Avalon tribespeople who lived too far from the core regions of the tribe began to lead themselves, and eventually formed their own tribe on the east coast of the Allumnos Sea (Navapra meaning “Boat people” in Avalonese).
With their people established under a new tribe, it was not long before the Navapra developed boatmaking and domesticated chickens to feed their growing tribe. They also discovered metalworking, and began to make tools and weapons out of copper.
After coming back into contact with the Avalon tribe, the Navapra prepared a seaborne invasion and conquered the Avalon homeland, settling many of their peoples in the new land and capturing many Avalon slaves.
They now reside in settlements on both sides of the Allumnos Sea, using boats for transport and communication between them. They have adopted fruit cultivation from the conquered Avalons, and their tribe is prospering. They have also developed construction, and are settling into permanent cities.
With the growth and spread of their population, the Navapra lost political control over their wide dominion, and their individual cities became autonomous city states.
Navapran craftsmen have improved their designs of boat-making, and now Navapran sailors are upgrading their ships from simple canoes and rafts to rowboats and barges. In the cities, temples are being erected to the Skylosi gods.
The wheel has spread to the Navapran cities. The Navaprans have also developed leatherworking and naturopathy.
In recent decades, the Navapran cities have been prospering, developing infrastructure and technology and enjoying a relative degree of peace between the different city-states. With the alienation of the Aeneric League following their conversion to Foushooism, the Navapran cities have become closer and signed treaties of cordiality.

New Cassanite Kingdom (Stable Major Power)The Cassanites have been reunited under a new kingdom and have conquered the Crouton Empire. They have consolidated their rule over the Thriving Lands, Acirema, and Cassania (the name for their homeland east of Acirema). The king has established his capital at Eridu, near the historic and populous city of Pacam.
The new wave of Cassanites are much more technologically advanced than their predecessors, especially with their long-term exposure to the technology of the Aciremans and the Croutons. What’s more, they have introduced the use of horses to the battlefield, with the design of the chariot, which had deadly effectiveness against the armies of the Crouton Empire. Although the peoples of Acirema and the Thriving Lands are upset to be ruled by this foreign barbarian power, they are happy to finally have years of peace after years of war and conflict. The Cassanites also seem to be settling down from their thirst for conquest to instead develop their cities and infrastructure.

Their origin is unknown, and they seem to be politically divided, yet they have driven out many smaller tribes before them. Their population is teeming, with tens if not hundreds of thousands of them settling to the west of the Norican Empire.

Amouta Tribe (Stable Minor Power)A desert tribe living to the west of the Sedreti Kingdom. Little is known of them, but they seem to be the dominant military power in the south of the desert. They have domesticated camels, and raise them for milk and meat and hides. They also have some copper mining across their land that they use to forge copper and sometimes bronze tools and weapons. They have recently won a war against the Bdabra and now gain tribute from them.

Bdabra Tribe (Stable Minor Power)A desert tribe living to the north of the Sedreti Kingdom. They are heavily focused on pastoralism and trade. They have large herds of goats and sheep and sometimes cattle. They have temporary settlements and camps in the hills at the north edge of the desert. They used to trade across the region, before war with the Amouta broke out. They have some limited reports of a great empire to the north. They have recently lost a war against the Amouta and must pay tribute to them.

Whenever you complete an achievement, you may pick from one of three rewards:
1. 2 extra votes, usable at any time, utilizes normal dice rolling rules
2. 1 extra vote that is guaranteed to be successful (a 5)
3. The ability to make an extra vote on another players’ tribe/civ (could be good or bad)
Achievements:
Conqueror: Conquer another civilization. This means capturing or razing all of their cities.
Explorer: Discover a civilization that no other player has made contact with.
World’s First Navy: Be the first civ to have a navy.
Nomad: As a tribe, migrate to a new continent.
Great Empire: Own 5 wonders.
Golden Age: Maintain solid stability for 3 turns.
Trade Empire: Maintain trade relations with 5 tribes or civilizations for one round of play.
Subjugator: Subjugate another player civilization or tribe as a vassal state.
Overlord: Maintain 3 vassal states for a round of play.
Multicultural: Have at least three distinct ethnic groups in your civilization.
Holy Empire: Own the holy cities of 3 major world religions.
Rags to Riches: Recover to solid stability from collapsing stability.
Power to People: Have a population of at least 1 million.
Bricks to Marble: Own a city with a population of at least 1 million.
Invincible Army: Conquer 3 tribes and/or civilizations.
Historic Empire: Conquer or peacefully integrate 5 tribes and/or civilizations.
Eternal City: Own a city with 5 wonders.
Colonizer: Establish an overseas colony.
Negotiator: Establish alliances with 3 other civs or tribes.

Wonders:
Building a wonder will grant a bonus vote as a reward to the player, but will not count as an achievement or give the option for any of the three rewards above. New buildings will have to be bigger, more expensive, or more advanced than previous wonders in the region to receive wonder status themselves. This means that if a larger palace has been built elsewhere, but you build the largest palace in your known part of the world, your palace will receive wonder status. A holy shrine for a religion is automatically granted wonder status. A religion can only have one holy shrine.
Wonders of the World:
Thrall (Palace) – Kingdom of Acirema – Located in Pacam, Eos’ first city, this simple structure of wood, stone, and clay was the home of the king of Acirema, alongside his family and advisors. From here, the king ruled over his kingdom. It was destroyed by the Crouton army in the conquest and subsequent sack of Pacam.
Spear of Rannos – Norican Kingdom – Located in Noricara, the capital of the kingdom, this religious monument rises 20 feet high and is built of stone and capped with lead, representing the spear of a mythical religious figure of Norican Mythos named Rannos. It has become a site of worship and rituals by the Noricans.
Walls of Pacam – Crouton Empire – Located in Pacam, the new capital of the Crouton Empire, these large stone walls are the first permanent walls of any city, and although they took many generations to build, they now stand as an impressive feat of the might of the city, and a challenge to any who would dare attack it.

Temple of Foushoo - Ekalan Cities - Located in Foudalaja, this large and elaborate temple is the holy site for the Foushooist religion. It took centuries to complete, before the mathematics was discovered to finally construct its pre-designed wide, flat roof.
Hall of Fame:
Any civilizations that reach Major Power status or greater before death will get a spot in the historical civ hall of fame. They will be added after their collapse.
