Gotcha, anything I should know technology-wise? My civ used to be part of an empire so I'm wondering what I got from them. The Bronze Age. So, you have writing, calendars, mining, bronze weaponry, agriculture, domesticated animals, wheeled chariots and sailing. You can't navigate across the oceans because the compass hasn't been invented yet. You haven't industrialized or discovered iron yet either.

As for my second vote: Create a council of shamans with 15 seats. 7 seats for the wisest of the shamans, the other 8 for the gods.

Okay, that backfired a little bit.
Vote 1: Mark Tizyi harvests as explicitly for export only and use our newfound wealth to help those who are addicted.
Vote 2: Start the creation of stone buildings. We not only will be known for our wealth but also the fortitude of our structures.

Vote: the "state invests heavily" in advertising for detainees voluntarily joining the army, after all this is much better than being arrested. Those who do well and really devote themselves to the army may choose to leave or get better positions. Those who do not strive are obliged to continue (but the authorities do not speak this explicitly).
