So IRL civilization's architecture was determined by their natural resources, what architects and builders had available to make shelter. In an arid climate for example, houses tend to be composed of clay/sandstone, and in a forested biome houses tend to be wooden or log cabins. Shouldn't the housing of your civ be determined by the available resources, akin to minecraft survival mode?
Later in the society stage other resources not available in your territories could be purchased through trade. Perhaps it could be used as a method to symbolize wealth disparity, as the affluent and nobility would live in houses made from foreign exports, and the working class would live in haphazard mud huts?

Seems like a good idea. I wouldn't label this as procedural though. But having a limit on the local building resources would be cool and it'd be fun to struggle through that initial gathering resource phase.
