You know how in Spore, the Grox are the supreme evil of the galaxy? Well, I was wondering if there was going to be an equivalent to those guys.

The idea is procedural/random development. Following that general idea I'm not certain that there'd be an overarching story like Spore's for the Grox, but there could be an Easter egg whereby every galaxy has a hyper agressive cyber empire.

Assuming the same as TWA, Yea there may be some sort of "Evil", imagine fallen empires like in Stellaris, but maybe less well, fallen

I think there should definitely be a cyber empire near the galactic core, but it could be comprised of multiple factions with different body types, based off of mechanised versions of orgs from the TCL. Sorta like they were assimilated.

I think they want that becuase that whas how it whas in Spore (you find the Grox Empire all around the galactic core). I'm geussing it's supposed to be some kind of reference. Personally i'd like a rare easter egg, but having it so you encounter an evil (cyborg) empire every playthrough ? I think that's a little bit too much..

I agree. I think that having such a species would cause even more people to say Thrive is just a remake of Spore. "Oh look, they even copied the same enemies!" they would say. I think a subtle reference to them somewhere is fine but as aquos said, having an evil cyborg empire guarding the core every playthrough is a little overkill. Also to me, saying there has to be an evil empire that you must defeat to reach the core is a little too much like a linear game of set tasks to complete, whilst Thrive is trying to be its own here's-a-universe-now-have-fun-doing-what-you-like game.

Maybe instead there's a chance thing. Of course by the time you get to space stage there should be other empires in space, and having one empire that happens to be cybernetic and is located semiclose to the the galactic center isn't totally impossible. But it is probably unlikely and you would not find it every play through.
Maybe, if we wanted to go with the reference, there can at some point be a side mention of evil cyborgs near the core and have it be utterly dismissed as improbable by someone else, especially if there is an event or quest mechanic
