It's not necessarily true they are lazy. It may be that a colony need a maximum output of 1000 ants working at the same time but on average it needs only 500 ants working at a time which would mean a lot would be idling a lot of the time.

It's the same reason you don't sprint everywhere you go (like you would in an RPG) it's because it costs energy to sprint and you want to conserve yours for when you need it. It's possible the ant colony is doing the same. Maybe it needs to sprint sometimes (all ants working flat out) but it might not want to sprint all the time.
