Is it possible to be outpaced in advancement? And you'll, for example, end up being some stupid creature, but you just can't do anything, because the world has already been populated by another species or something?

Technically, it's entirely possible to be outpaced, and have another species advance to sapience before or around the same time as yourself as there's no planned restriction on the number of sapient species inhabiting a planet. However, if I remember right, the time scaling is different between the transition to sapience and being non-sapient. Thus, while you can be outdone in that regard, you may not have to deal with them due to the fact that evolution takes so long a sapient species could advance to Ascension long before the next step in your own species' evolution. It's entirely possible you may have to deal with the aftereffects of industrial waste and the global effects of industry, but as far as I know actually getting to interact with a sapient species while non-sapient could be rare.
